11月28日上午，在2021亚洲青年领袖论坛“健康医疗与公益慈善”主题论坛中，中国科学院院士、中山大学孙逸仙纪念医院院长宋尔卫发表了题为《关于中国和亚洲医疗产业的新构想》的主旨演讲。

各位嘉宾、朋友们：

大家上午好。

非常感谢2021年亚洲青年领袖论坛的盛情邀请，也非常荣幸能够有这样的一个机会和亚洲各国的优秀青年领袖齐聚一堂，一起来探讨交流。今天我想和在座的各位分享一下关于健康医疗领域的一些想法和我们亚洲产业的发展举措。

人民健康是社会文明进步的基础，是民族昌盛和国家富强的重要标志，也是广大群众共同追求的。党的十八大以来，党中央把维护人民健康放在优先发展的战略地位。对此，广东省也率先作出了顶层设计和战略的谋划，提出构建顶天立地的医疗卫生大格局这样的战略部署。

从2018年以来，广东省启动了实施高水平医院建设的项目计划，总共投入150亿人民币，遴选建设50家高水平医院。历经三年多的时间，一批高水平医院医疗技术的水平和服务的能力得到了大幅度提升。尤其是在国际前沿医疗技术的开展、临床科研平台的建设、拔尖医学人才的培养上取得了众多新的突破。

孙逸仙纪念医院也有幸入选为第一批高水平医院建设的项目。作为中国第一家西医院，我们医院始建于1835年，当时钦差大臣林则徐曾经在虎门销烟的时侯到我们医院看过疝气这个病。另外，孙中山先生也曾经以“逸仙”这个名字在我们医院学医，走上了革命的道路。

至今，我们建院已经有186年的历史，曾经创下了中国西医史上很多个第一。凭借高水平医院建设的东风，近几年来，我们医院迎来了新一轮的高速发展，医院在2019年公立医院绩效考核当中名列全国第三十、广东第三。在自然指数全球的研究型医院排名里连续五年居全球百强、全国前十，稳居省内综合医院的前列。医院在人才引育工作方面也成绩突出，2019年新增中国科学院院士1名，实现了连续五年每年新增1位国家杰出青年基金获得者。

取得成绩的同时，我们也在思考医院下一步努力的方向。医疗健康领域应该如何适应国家发展的需要，实现由跟跑向并跑向领跑转变。今年7月，省委省领导对我们医院调研，给予了一些指导意见。建设一所世界高水平的研究型医院，这种高水平医院是不以床位的多少、不以医院规模的大小作为我们的追求目标，而是着力推动医学研究和临床救治方案相结合，填补省内、国内研究型医院的空白。

那么何为研究型医院？应该如何来建设研究型医院？我和我的团队作出了以下的思考：

首先是要坚持以临床作为导向，推动临床和科学研究有机的融合。从临床实践当中提出科学问题，经过基础研究，提出创新的医学理论，并且能够研制出新的诊疗的方法和治疗的手段。包括医疗的新技术、新方法、新药物、新的设备等，进而来推动临床诊疗技术的发展，构建高效的临床研究和临床闭环体系。

其次，要着力打造覆盖基础研究、临床研究、转化医工融合研究等等的全链条创新平台，促进医疗和工程领域的交叉融合。在政府的指导下，成立医院的院长、研究所所长、企业的厂长这种叫“三长”融合创新联盟，助力国产的医疗设备的研发以及医疗高新企业的发展。

第三，应该着力培养一批临床科学家和研究型的医护人员等等这样的复合型的人才，打造人才孵化基地，构建由临床科学家领衔，汇聚基础研究、生命科学还有其他的一些交叉科学例如化学、材料、工程、大数据和医学数学家等等多学科的复合型的创新团队，推动学科之间的交叉融合，产出更多的创新性的研究成果。同时，也为研究型医院的管理和服务提供专业的支撑。

最后，应该紧跟国际。通过组织高水平的临床试验研究，推动一批科研成果转化，牵头来制定国家和国际临床上的指南和共识。

广州是粤港澳大湾区的腹地所在，在广州市政府的支持下，我们去年在海珠区新增一块110亩的建设用地。我们期待能够依托该阵地，实现研究型医院的建设蓝图，在不断强化自身软硬件建设的同时，充分利用大湾区的政策优势，打造一家由临床诊疗和科学研究紧密结合、转化医学机制完善、临床新技术不断涌现和疑难重症疾病诊治作为优势的突出的高水平研究型医院，为广大人民群众提供更优质的医疗服务，为我国医疗卫生事业实现跨越式的发展贡献一份力量，更为亚洲乃至全世界医疗健康事业作出我们应有的贡献。


On 28 November, Song Erwei, academician of the Chinese Academy of Sciences and president of Sun Yat-sen Memorial Hospital, delivered a keynote speech titled “New Visions for the Healthcare Industry in China and Asia” at the Health, Medical and Charity Forum of the Asia Youth Leaders Forum 2021.

Distinguished guests, and friends, 

Good morning!

I'm very grateful for this kind invitation to attend the Asia Youth Leaders Forum 2021, and I'm also very honored to have the opportunity to discuss and communicate with outstanding young leaders from Asian countries. Today, I would like to share with you some thoughts on the healthcare industry and the developmental measures of the industry in Asia.

People's health is the foundation of social civilization and progress and an important symbol of national prosperity, and is also the common pursuit of the masses. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with General Secretary Xi Jinping at the core puts the maintenance of people's health at a strategic position of priority for development. In this regard, Guangdong Province has also taken the lead in conducting top-level design and strategic planning and proposed a comprehensive strategic plan for health care.

Since 2018, Guangdong Province has launched a plan for the development of high-standard hospitals, with a total investment of 15 billion yuan, and selected 50 hospitals for the plan. After more than three years, the medical technology and service capabilities of a group of high-standard hospitals have been greatly improved, especially in the development of international cutting-edge medical technology, the development of clinical research platforms, and the training of top-notch medical talent.

Sun Yat-sen Memorial Hospital has been selected as one of the first group of high-standard hospitals. As the first western-medicine hospital in China, our hospital was built in 1835. During the destruction of opium at Humen, the imperial commissioner Lin Zexu visited our hospital for hernia treatment. And Mr. Sun Yat-sen once studied medicine in our hospital before going on the road of revolution.

So far, it has been 186 years since our hospital was founded, and it has set many firsts in the history of Western medicine in China. With the help of high-standard hospital development, our hospital has been ushered in a new round of rapid development in recent years. In the performance appraisal of public hospitals in 2019, our hospital ranked 30th in the country and 3rd in the province. In the research hospital rankings by Nature Index, our hospital ranked among the top 100 in the world and the top ten in the country for five consecutive years, and has always been at the forefront among general hospitals in the province. Our hospital has also made outstanding achievements in talent attraction and grooming. In 2019, we welcomed another academician of the Chinese Academy of Sciences and has produced, for five consecutive years, one winner of the National Science Fund for Distinguished Young Scholars every year.

At the same time, we are thinking about our future development. How should the healthcare industry adapt to the needs of national development and realize the transition from a follower to a leader? In July this year, the provincial party committee and leaders visited our hospital and gave us some guidance. They pointed out the need to build a world-class research hospital. This kind of high-standard hospital is not based on the number of beds or the size of the hospital, but instead focuses on promoting the combination of medical research and clinical treatment to fill the blank in provincial and national research hospitals.

So, what is a research hospital? How should we build it? My team and I have come to the following conclusion. 

First of all, we must adhere to the orientation of clinical practice and promote the organic integration of clinical practice and scientific research. Raising research topics from clinical practice, we should propose innovative medical theories and develop new diagnosis and treatment methods through basic research, including new medical technologies, new methods, new drugs, new equipment, and so forth, to further promote the development of clinical diagnosis and treatment, realize efficient clinical research, and build a closed-loop clinical system.

Secondly, we should build a full-chain innovation platform covering basic research, clinical research, and translational medicine-engineering integration research, to promote the crossover of medicine and engineering. Under the guidance of the government, there should establish an integrated "three-director" innovation alliance, namely the director of the hospital, the director of the research institute, and the director of the enterprise, which helps the research and development of domestic medical equipment and the development of high-tech medical enterprises.

Thirdly, we should focus on grooming a group of interdisciplinary talent such as clinical scientists and research-oriented medical staff, to build a talent training base and a composite innovation team led by clinical scientists. We should also bring together people from basic research; life sciences; and other interdisciplinary sciences such as chemistry, materials, engineering, big data, and medical mathematics, to promote the integration of various disciplines and produce more innovative research results. Meanwhile, these results will also provide professional support for the management and service delivery of research hospitals.

Finally, we should keep up with international standards. By organizing high-standard clinical trial research, we will promote the transformation of a number of scientific research results and take the lead in formulating national and international clinical guidelines and developing consensus.

Guangzhou is the hinterland of the Guangdong-Hong Kong-Macao Greater Bay Area. With the support of the Guangzhou Municipal Government, we were granted 110 mu of construction land in Haizhu District last year. We look forward to using this land to realize the blueprint for the construction of a research hospital. While continuously strengthening our soft power and hard power, we must make full use of the policy of the Greater Bay Area to build a high-level and research-oriented hospital with close integration of clinical diagnosis and treatment and research, improvement of translational medicine mechanism, continuous emergence of new clinical technologies, and diagnosis and treatment of difficult and severe diseases. This hospital will provide better medical services for the general public to contribute to the leap-forward development of China's medical and health services, and to the healthcare cause in Asia and the whole world.
