11月28日上午，在2021亚洲青年领袖论坛“健康医疗与公益慈善论坛”主题论坛中，阿联酋驻华大使阿里·奥贝德·扎希里（Ali Obaid Al Dhaheri）发表了题为《中阿两国携手抗疫取得积极成果》的主旨演讲。

尊敬的来宾、女士们、先生们：

今天我很荣幸在这里向诸位致辞。感谢中国公共外交协会、中国和平发展基金会、广州市人民政府和亚洲青年领袖联合会，让我们得以相聚在这次“健康医疗和公益慈善”主题论坛上。我很珍惜此次机会，能够与各位嘉宾讨论中国与中东北非国家共同应对新冠肺炎疫情这一重要议题。

新冠疫情是重大的全球挑战，是人类在现代社会面临的最大考验之一。各国已经在公共卫生危机管理方面进行了大规模的双边协调。我坚信，各国之间和国际社会加强合作是确保新冠疫情后经济更强大、更有韧性的关键条件。

自2020年初疫情爆发以来，阿联酋和中国一直携手抗疫，两国都应当为我们在应对疫情方面取得的成就感到自豪。在我们的全面战略伙伴关系下，阿联酋将继续向各国提供宝贵的资源和必要的技术手段。中国的做法非常成功，就是通过使用中草药来控制病毒并尽量减少死亡，这确保了中国成为最早复苏的主要经济体之一。中国的复苏不仅促进了世界经济的增长，也有助于稳定全球经济，从而确保医疗设备和材料在全球的持续供应。

作为一个开放、创新、负责任的中东国家，阿联酋也致力于成为推进国际援助和全球救援行动的领导者。阿联酋一直是中东和北非地区以及其他地区的供应中心，有135个国家受益于阿联酋的援助，包括提供医疗用品、流动医院和诊所、核酸检测试剂盒、呼吸机以及在阿联酋生产并在整个地区分发的疫苗。

阿联酋很荣幸成为中东和北非地区第一个生产中国国药新冠疫苗的国家。中国国药集团授权当地生产的疫苗名为“Hayat-Vax”，在阿拉伯语中意为“生命”。自今年3月以来，在中国国务委员兼外交部长王毅访问期间，疫苗生产获得批准。我期待这些疫苗能够大规模生产，并将它们广泛分发到世界上更多的地区，这一双方战略合作的典范取得了积极成果。

今年5月，阿联酋政府开始分发Hayat-Vax疫苗，预计阿联酋的疫苗生产最终将达到年产2亿剂的产能。此外，阿联酋作为一个疫苗分发中心一直发挥着重要作用。阿联酋和中国作为负责任的国际社会成员，致力于携手合作，改善国际健康福祉。这种合作既是阿中全面战略伙伴关系蓬勃发展和不断深化的见证，也体现了我们推动构建人类命运共同体的真诚愿望。

面对公共卫生危机，各方机构、组织和政府之间的沟通至关重要，通过有效协调并达成理解更有助于和衷共济，渡过危机。我必须说，这是最重要的经验。

自2017年来到中国以来，能够在这个美丽而又充满活力的国家周游，我深感荣幸。我去过广东省以及粤港澳大湾区的一些城市。我每天都能感受到中国发展的活力，基础设施、医疗保健、绿色生活以及居民生活质量都有了切实的改善。我对广东省的未来非常乐观，它有潜力成为阿联酋和中国之间重要的贸易和投资窗口。

作为阿联酋驻华大使馆，我们很高兴推动两国实现全面合作。因为我们有着共同的愿景，致力于为世界创造更加美好的未来。

On 28 November, Ali Obaid Al Dhaheri, Ambassador of the United Arab Emirates to China, delivered a keynote speech at the Health, Medical, and Charity Forum of the Asia Youth Leaders Forum 2021.

Excellencies, 
Distinguished guests, 
Ladies and gentlemen, 
It is my great honor to be speaking with you here today. I would like to thank China Public Diplomacy Association, China Foundation for Peace and Development, Government of Guangzhou Municipality, and Asia Youth Leaders Association to bring us together at the Health, Medical, and Charity Forum. I value the opportunity to discuss such important topic of the progress in the joint effort against COVID-19 between China and MENA countries with the distinguished guests.

COVID-19 is a significant global challenge, one of the greatest test humanity has faced in the modern era. What a bilateral coordination was there regarding the management of the public health crisis. I firmly believe the increased cooperation between countries and international communities will be a key requirement to ensure stronger and more resilient post COVID-19 economies. 

The UAE and China have fought against COVID-19 together since the beginning of the virus outbreak in early 2020, and both countries should be proud of our achievements in managing the pandemic. In keeping with our comprehensive strategic partnership, the UAE continues to provide valuable resources and necessary capabilities to third countries. China's efforts have been very successful in containing the virus by the use of herbs and minimizing deaths. This ensure China was among the first major economies to recover. This recovery has boosted not only the growth of the world's economy, but has had to stabilize the global economy to ensure the ongoing supply of medical devices and materials internationally. 

As an open, innovative, and responsible country in the Middle East, the UAE is also committed to being a leader for providing international aid and global relief initiatives. The UAE has been a hub for the Middle East and North Africa region and beyond, with 135 countries benefiting from the UAE aid, with medical supplies, mobile hospitals and clinics, PCR test kits, and ventilators, as well as with vaccines manufactured in the UAE and distributed across the region. 

The UAE is honored to be the first MENA region producing the Sinopharm vaccine. The locally made vaccine authorized by Sinopharm is marketed as Hayat-Vax, which means life in Arabic. Since March, the vaccine production was authorized during a visit by Wang Yi, China's State Councilor and Foreign Minister. I'm looking forward to the mass production of Hayat-Vax and wide distribution of this vaccine to more regions across the world. It is a true example of our strategic cooperation, delivering positive results. In May, the UAE government started the distribution of Hayat-Vax vaccine. It is anticipated that the UAE’s vaccine production capacity will eventually reach 200 million doses per year. Also, the UAE has been playing an important role as a distribution hub for vaccines. As a responsible global community of nations, UAE and China join hands and work together to improve international health and welfare. This partnership is a testament to the robust and deepening UAE-China comprehensive strategic partnership and administrates a sincere desire to build a community with a shared future for mankind.

Facing public health crisis, the importance of communication between all parties, organizations, and governments and the smooth coordination and understanding means steering and navigating through crisis more easily. I would say this is the overarching lesson. 

Since arriving in 2017, it has been my privilege to be able to travel extensively around this beautiful and dynamic country. I have visited a number of cities in the Guangdong Province and the Greater Bay Area. I can feel the vitality of China's development every day. There are tangible improvements to infrastructure, healthcare, green living, and improvements to their quality of life. I am very optimistic about the province’s future and its potential to be an important window for trade and investment between the UAE and China.

As the UAE Mission in China, we are delighted to help bring about comprehensive cooperation between the two countries, because we share the same vision of ensuring a brighter future for the world. Thank you.
