李志坚:港澳青年融入大湾区发展建设大有可为

3月26日,在亚洲青年领袖论坛粤港澳大湾区合作发展主题论坛平行对话中,广东省政协委员、广东省社科联副主席、广东亚太创新经济研究院理事长李志坚发表了自己的观点。

谈南沙为港澳青年提供了适宜的发展机会
提到南沙的发展,首先,它的战略定位带来了巨大的机遇。它是立足湾区、携手港澳、面向世界,所以粤港澳大湾区的青年,特别是港澳青年有很重要的机遇,概括为三个面向。
一是面向世界。现在,内循环和外循环相互促进。但是,在当前面向世界的新一轮的产业技术变革中还是有巨大的机遇。比如,现在的新能源智能网联汽车,在绿色低碳背景下,有60%的零配件要重构。在这个情况下,很多港澳青年,包括全世界,都有很大的机会参与合作。在现在多极化的世界,未来的科学技术的合作也有很大的机会。过去,港澳很多的企业、青年,更多是在做贸易,而未来更多会是贸易+技术+产业的发展。所以,面向世界的机会很多,更重要的是,中国要走向世界,需要港澳交流的合作平台。刚才,谢书记也提到南沙一个很重要的点就是扮演门户,作为几何中心,在进一步开放过程中作为一个开放高地,我觉得有很多机会。
二是面向未来。大家在南沙也感觉到,新一轮产业技术的革命,南沙的确抢抓了先机。包括芯片、汽车、生物医药等方面,也包括现在南沙打造的科创中心、港科大和论坛,这些都是很重要的科技创新的平台。港澳青年怎么利用这些平台参与到全球的产业和技术创新,特别是新一轮技术革命,我觉得也很有意义。现在,很多港澳青年学习新技术并且学以致用,南沙就是一个很好的平台。
三是面向现代化。中国现在推动中国式现代化,一方面是产业的高质量发展,推动传统产业的转型升级。很多传统产业,像广州的服装业,过去是很传统的,但是诞生了像希音这些千亿级的独角兽,包括洋葱。很多都是依托传统制造业,通过科学、技术、资本来赋能转型升级,推动了高质量发展。第二方面是要打造未来之城。在城市建设发展过程中,需要香港更多的服务业、更多的设计、更多的专业人士参与到南沙的发展、粤港澳大湾区发展。
所以,面向世界、面向未来、面向中国式现代化,大有可为。
谈自身所从事的领域如何融入大湾区建设
全球四大湾区,包括东京湾区、旧金山湾区,都有一个共同的特点,就是互联互通。互联互通包括交通基础设施、人员、产业的互联互通,现在都已经做得很好。但是,未来有一个很大的空间,就是两个腹地。第一个是物理空间的腹地。现在南沙有50平方公里的可开发空间,未来物理空间很大。第二个是数字空间的腹地。今天,大家谈论人工智能、脑机接口、量子通讯,这些新的技术在大陆,特别是在南沙有很多应用场景。比如,智能网联汽车需要大量的技术、大量的场景。未来,很多新技术落地,需要的是场景,场景才能支撑数据、算力、算法。
现在,南沙正在推动全过程产业创新生态。0到1,就像香港理工大学这些科学发现,也包括霍英东研究院和现在建立的科创中心。1到10,就是科学发明,形成更多产品。再下一步,10到100,就是目前大量的制造业、企业。市委、市政府现在提出制造业当家,一个很重要的就是提供了转型升级的场景。港澳甚至亚洲青年来南沙创新创业,就是要找到一个很好的商机。上一环节,广汽资本讲到怎么依托产业链、怎么跟资金链全过程结合起来,不仅是资本投资,而且是资本换到市场、资本换到技术。所以未来的创新是融合的创新,不只是物理的融合,更多的是人才、技术、资本、创新链的系统性融合。只有这样,我们才能形成真真正正的合力。
谈港澳青年在大湾区创新发展最需要政府提供哪些支持
刚才谢书记也提到了国际化的营商环境。现在,南沙面向国际,很重要的就是规则、技术、标准的全面对接。交通的互联互通现在已经很方便了,下一步就是规则的对接,要打造国际化、市场化、法治化的营商环境,在南沙自贸区,和在美国、在全世界的人才特区都一样,让要素可以自由流动,人才、技术、数据等要素能够充分地流动,港澳甚至亚洲、全世界的人都能来南沙创新创业,并且都能实现创业的梦想。
谈对南沙这座未来之城的期许
未来之城,全世界的人都愿意来、全世界的人都喜欢的城市,也是我们未来的梦想。
Li Zhijian notes huge potential for Hong Kong and Macao youth to develop in Greater Bay Area
On 26 March, Li Zhijian, member of CPPCC Guangdong Provincial Committee, vice chairperson of Guangdong Social Sciences Association, and chairperson of Guangdong Asia-Pacific Institute for Innovation and Industrial Research, shared his thoughts at the Guangdong Hong Kong-Macao Greater Bay Area Cooperation and Development Forum of the Asia Youth Leaders Forum. Following is an excerpt from his speech.
Question: Nansha provides a broad stage for development as well as opportunities. You have been studying the Guangdong-Hong Kong- Macao Greater Bay Area. What opportunities do you see are the best for Hong Kong and Macao youth to develop in Nansha?
When it comes to the development of Nansha, first of all, its strategic positioning has created great opportunities. Its focus on the Greater Bay Area, cooperation with Hong Kong and Macao, and opening-up to the world presents youth from the Greater Bay Area, especially those from Hong Kong and Macao, with major opportunities, which I call three orientations.
The first orientation is towards the world. The “internal circulation” and “external circulation” are reinforcing each other. However, when further opening up to the world during this new round of revolution in industrial technologies, there are still huge opportunities. For example, in the ICV sector, against the background of green, low-carbon development, 60% of the parts are seeing reshuffle. Under such circumstance, youth from Hong Kong and Macao, and even the world, are able to get involved in the cooperation. In this multi-polar world, scientific and technological cooperation will also embrace great prospects. In the past, many Hong Kong and Macao companies and youth engaged themselves in trade. In the future, it will shift to a combination of trade, tech, and industrial development. Therefore, I think there are many chances for global orientation. More importantly, China going global calls for platforms of cooperation between Hong Kong, Macao, and the mainland. Just now, Mr. Xie has mentioned that a very important aspect of Nansha is to act as a portal – because it is the geometric center – and as a hub for opening-up during this new round of opening-up, Therefore, there are many opportunities.
The second orientation is towards the future. You can feel it in Nansha that in this new round of revolution in industrial technologies, Nansha has indeed seized the initiative. Chips, automobiles, biopharma, along with the science and technology innovation center, HKUST, and this forum, are all important platforms for scientific and technological innovation. It is also very meaningful how Hong Kong and Macao youth can use these platforms to participate in global industrial and technological innovation, especially the new round of technological revolution. Nansha is a good platform for young people in Hong Kong and Macao to apply the new technologies they have learned.
The third orientation is towards modernization. China is pushing for the Chinese way of modernization. One aspect is the high-quality development of industries and the transformation and upgrading of traditional industries. There are many traditional industries. For instance, Guangzhou's garment industry used to be very traditional, but hundred-billion-yuan unicorns like SHEIN were born here. Another example is Onion. Many of them are manufacturing in heart. Science, technology, and capital empower their transformation and upgrading and promote their high-quality development. The other aspect is to build cities of the future. In the process of urban construction and development, we need more professionals from Hong Kong’s service sector such as design. We need their participation in the development of Nansha and the development of the Greater Bay Area.
Therefore, there are bright prospects to be oriented towards the world, the future, and Chinese modernization.
Question: Please describe how you advance the development of the Greater Bay Area from your experience in your sector.
The four major bay areas in the world, including Tokyo Bay Area and San Francisco Bay Area, have a common feature, that is, interconnection. Interconnection means the connectivity of transportation infrastructure, people, and industries, which is fairly good here. However, there is still room for improvement in two aspects. The first is physical space. Nansha still has 50 square kilometers of developable space, so there will be a lot of physical space in the future. The second is digital space. Be it artificial intelligence, brain-computer interface, or quantum communication, these new technologies have many application scenarios in the mainland, especially in Nansha. For example, ICV development require many technologies and varied scenarios. In the future, what is needed for new technologies to land is real-life scenarios, which is the basis for data, computing power, and algorithms.
At present, Nansha is promoting a whole-process industrial innovation ecosystem. From 0 to 1 is scientific discoveries, made by Hong Kong Polytechnic University, Fok Ying Tung Research Institute, the developing science and technology innovation center, etc. From 1 to 10 is scientific inventions, to develop more products. The next step, from 10 to 100, is the large number of companies including manufacturing ones. Guangzhou placing the manufacturing industry as a top priority is an important call for transformation and upgrading. Young people from Hong Kong, Macao, and even Asia who wish to pursue innovation or a new business in Nansha need to find a good business opportunity. In the previous session, GAC Capital talked about how to combine the industrial chain with the capital chain throughout the process, as well as the importance of not only making capital investment but also exchanging capital for market and for technology. Therefore, future innovation is integrated innovation, not only on a physical sense, but systematic integration of talents, technology, capital, and the innovation chain. Only in this manner can we achieve real synergy.
Question: Hong Kong and Macao youth have high expectations for the Greater Bay Area. What kind of support should we provide them? What kind of support do they need the most?
I echo with what Mr. Xie said earlier: world-class business environment. For Nansha to open up to the world, one important element is regulatory convergence – full alignment of rules, technologies, and standards. Our transportation connectivity is already good. The next focus should be on regulatory issues and on developing a world-class, market-based, and law-based business environment, so that workings in Nansha's free trade zone are the same as anywhere else in the world, say the US. The same goes for Nansha's talent zone. We should enable factors to flow freely and exchange frequently, including talents, technologies, and data, the latter of which have become an asset. The goal is to allow people from Hong Kong and Macao and even the whole of Asia and the world to make an innovation or start a business in Nansha and to realize their entrepreneurial dreams.
Question: Now that we are in Nansha, a city of the future, what expectations do you have for the future?
A city of the future is one that the whole world would come and one that the whole world would like. This is also our dream for the future.
