3月26日，在亚洲青年领袖论坛粤港澳大湾区合作发展主题论坛上，广州南沙开发区（自贸区南沙片区）党工委副书记谢伟发表主旨演讲。

各位嘉宾、各位朋友、各位青年领袖们：
大家上午好！很高兴在春意盎然的美好时节和大家一起相聚在美丽的南沙，共商大湾区的发展，推动粤港澳大湾区的合作。春天代表着希望，春天寓意着活力，我们更加感到了勃勃生机，美好未来。在这里，我首先代表南沙新区自贸区对各位嘉宾朋友的到来表示热烈的欢迎，对长期以来关心、支持南沙发展的各界朋友表示衷心的感谢！今天，在中国积极推进高水平对外开放，粤港澳大湾区融合发展的背景下，广州南沙正发生着日新月异的变化，作为东道主，下面我通过五张名片让大家更多地了解南沙。
第一张名片是“湾区之心”。大家都知道，粤港澳大湾区的建设是总书记亲自谋划，亲自部署，亲自推动的重大国家战略，大湾区人口规模超过8000万，2022年经济总量超过了13亿元，在全球四大湾区里面人口最多，面积最大，经济规模最大，已经成为中国乃至全球经济发展水平最高，开放程度最高的地区之一。而我们南沙刚好位于大湾区的地理几何中心，南沙面积803平方公里，实际管理人口超过120万人。我们在以南沙为原点的80公里半径内覆盖了大湾区“9+2”的城市和五大国际机场，是承东启西，自北而南推动大湾区融合发展的枢纽节点。广深港高铁、南沙客运港的水陆可以直达香港，深中通道2024年建成以后，我们到深圳的机场只需要20分钟，按照规划南沙将有6条跨江通道，包括南沙大桥、狮子洋通道，虎门大桥，深茂通道，西部快轨，深中通道，贯通珠江口的东岸和西岸，形成以南沙为原点的半小时交通圈，名副其实成为大湾区的交通中心。
第二张名片是“战略平台”。总书记对南沙寄予厚望，在2018年视察广东的时候曾经专门嘱托，要把南沙规划好、开发好、建设好。在习主席的关心下，南沙先后成为广东省唯一国家级新区，全国也只有19个，广东自贸区最大片区，自贸区有60平方公里，粤港澳全面合作示范区，叠加国家综合保税区，进口贸易促进创新示范区，还有国际化人才特区等国家级的政策红利。人才特区也是大湾区规划纲要里面唯一给了南沙区，赋予南沙区为国际化人才特区的定位。
所以南沙成为中国开放平台最多，最具发展活力的地区之一，过去的十年都保持着年均两位数的增长。特别是在去年的6月，国家高规格出台《广州南沙深化面向世界的粤港澳全面合作总体方案》，这就是我们经常讲的《南沙方案》，赋予南沙新的更高定位和使命任务。《南沙方案》是推进新时代南沙开放发展的纲领性文件，《南沙方案》提出了一个战略定位，两个阶段性目标，三个先行启动区，四大保障体系，五大重点任务，我们归纳为12345，描绘了南沙打造立足湾区，协同港澳，面向世界的重大战略性平台的宏伟愿景。这五大重大任务包括建设科技创新产业合作基地，创建青年创业就业合作平台，共建高水平对外开放门户，打造规则衔接、制度对接高地，建立高质量城市发展标杆。
《南沙方案》的出台为南沙开发开放注入了强大的驱动力，使南沙进入到前所未有的战略机遇期。在去年南沙克服疫情等因素影响，多项重要指标取得不错的成绩，包括经济增速去年这么艰难的情况下，实现了4.2%的增长，也是全市各区排名第一，一般公共预算收入增长8.2%，固投增长8%，实际利用外资增长72.7%，现在引进世界500强南沙项目241个，今年以来，势头比较好，南沙新签约新开工项目总投资已经超过2400亿人民币，市场主体预期向好，我们在年初提出了全年的目标经济增长要达到10%以上，固定资产投资增长力争30%以上。
第三张名片是“开放门户”。在国际航运枢纽方面，广州是千年商都，2022年广州港的货物吞吐量、集装箱的吞吐量在全球第四、第五，而南沙是广州通往海洋的唯一通道，南沙港区自2004年开港以来发展迅速，现在成为广州港的主力港区，建成华南最大的综合性枢纽港，大湾区首个全自动化码头去年投入运行，我们去看过全自动化码头，几乎看不到搬卸的建筑工人，全都是自动化，开通了151条国际班轮航线，去年的集装箱吞吐量达到1839万标箱。
在新型贸易枢纽方面，进出口总值占广州四分之一，获批国家出口贸易促进创新示范区，综合保税区首创全球溯源中心，全球优品分拨中心等数字贸易服务平台，飞机船舶租赁在全国位居前三。2022年跨境电商进出口总值超过1000亿元，正在形成大湾区买全球，卖全球，跨境贸易通道。当前我们正在规划建设临港经济区，协同周边城市共建大湾区航运联合交易中心，打造广州全球海洋中心城市核心区。
在开放门户方面，我们积极推进和港澳的合作，在《南沙方案》里面关键词用得最多的就是“港澳”两个字，南沙与港澳语言相通，人缘相亲，目前有2700多家港澳企业在南沙发展，我们也创新机制，成立了广州南沙粤港合作咨询委员会，引进港澳的商协会到南沙设立代表处或者办事处，现在已经有30个香港工商协会入驻，我们推动在建筑工程、商事登记、法律仲裁等领域，规则衔接上取得新的突破。比如仲裁可以和港澳内地三地联合仲裁。我们积极地扶持帮助港澳青年在南沙创业，去年底出台了一个最优的支持港澳青年“青创新十条”的政策，很多条款都是南沙首创，也打造了一批青创基地，已经超过11家港澳青创基地，打造以创想湾为龙头的港澳青创基地矩阵，目前在南沙已经集聚了400多个港澳台的创新创业团队，即使在去年疫情期间，我们还是增加了近百个创业团队，今年以来有更多的港澳青年，港澳社团都陆续组团到南沙，希望带领更多的港澳青年来南沙发展。
在营商环境方面，我们发挥自贸实验区先行优势，398项制度创新成果在全国和省市复制推广，在国家新区营商环境评价中排名前三名。比如我们借鉴香港公司的注册制，在全国首创商事登记确认制，被国家市场监管的相关条例吸收了我们这个经验。再比如全球溯源中心，从最开始的跨境贸易监管平台经过1.0、2.0、3.0到现在4.0的迭代，着力推动数据公共基础设施成为数字治理的中国方案，现在也获得了国家一些部委的认可，今年上半年准备举行全球发布，发布我们这个方案。
在共建“一带一路”方面，大湾区暨“一带一路”法律服务区进驻了30多家涉外法律服务机构，现在在加快推进建设中国企业走出去综合服务基地，联合国全球人道主义应急仓库和枢纽投入使用，已向非洲等地发送了2亿多件救援物资，包括在一些大型的国际交往交流活动，包括今天举办的亚洲青年领袖论坛，还有国际金融论坛全球年会、大湾区全球招商大会、大湾区科学论坛等等活动，打造国际交往的新平台。
第四张名片是“创新高地”。我们通过促进创新链、资金链、人才链、产业链四链融合，培育高质量的发展动能。在科技创新方面，过去南沙是很偏僻的地方，以前被称为“番禺的西伯利亚”，这个地方就是种香蕉、甘蔗的地方，南沙这些年来大力地推动科技创新，南沙位于广深港，广珠澳科技创新人字形走廊交汇点，这种优势非常明显。
我们与中科院合作建设南沙科学城，中科院的明珠科学园，南沙科学城已经被纳入大湾区综合性国家科学中心主要承载区。我们在南沙这个地方布局了一批国之重器，比如大科学装置冷泉生态系统，专门推动研究可燃冰产业化，现在也有南方海洋科学与工程广东省实验室（广州），将建设南方海洋科技创新中心。
去年，香港科技大学（广州）开学了，南沙也终于在高校方面，过去没有高校，终于有了一所高水平的研究型大学，港科大（广州）创设枢纽和学域的学术架构，不分学院和系，致力于建成全球第一所融合的学科大学。我们前年底成功举办了大湾区科学论坛，习近平主席向首届大湾区科学论坛发来贺信，引起了强烈的反响，科学论坛的永久会址也落到南沙，现在已经动工建设。近年来南沙科研投入持续大幅增长，2021年研发投入占比GDP投入强度达到了5.45%，再上一年是3.67%，增幅和增速都实现了大的跨越，高度重视科技创新的结果，所以现在研发也由原来的三的等级进入五的等级，进入全市的前列。
在产业发展方面，南沙是我们国家三大造船基地之一，汽车的产业产值也超过2000亿元，形成了以广汽丰田为龙头，新能源汽车，智能网联车为发展方向，新业态、新模式支撑的全链条发展融合布局。“芯辰大海”四个字归纳南沙的产业格局，新兴产业在蓬勃发展。
人工智能方面，已经聚集了超过1000家人工智能和数字经济企业，包括建设了元宇宙企业的集聚区，云从科技成为科创板人工智能第一股，我刚才讲的“芯辰大海”，第一个“芯”就是芯片。集成电路方面，在国内率先实现宽禁带半导体全产业链布局。航空航天方面，基本上形成“一箭一芯一院一基金”的产业发展格局，大家都没有想到南沙也能组装火箭，去年我们的“力箭一号”发射，一箭六星。力箭一号被评为中国科技进展十大新闻。在生命健康产业方面，落户国家级孵化器广东医谷、粤港澳大湾区精准医学研究院，集聚了400多家生命健康企业。“芯辰大海”的“大”是“大”制造，“海”是面向深海，包括刚才介绍的。
接下来，南沙将坚持实体经济为本，制造业当家，力争到2025年形成一个5000亿级，三个千亿级，十个百亿级，总规模达1万亿的新兴产业集群。
在政策集群支撑方面，我们抢抓《南沙方案》的机遇，现在15%的企业所得税优惠，个人所得税优惠，跨境贸易投资高水平开放试点，高新技术企业延长亏损结转年限等重大政策已经迅速落地见效，人才支撑方面加快建设全国首个国际化人才特区，设立了全省首个移民事务服务分中心，发放人才绿卡达到2万多人，近三年翻了两番。
在金融赋能方面，国内首个混合所有制交易所广州期货交易所，广州数据交易所已经挂牌运行，今年还落户了总规模超过2000亿元广州产业投资母基金，创新投资母基金，现在还在积极筹建粤港澳大湾区国际商业银行，保险服务中心总部，下周香港保险业的代表团到访南沙，探讨建设大湾区保险服务中心的总部，不断地完善创投贷融的生态圈。
第五张名片是“未来之城”。南沙是一个非常美丽的地方，我记得去年亚洲青年领袖论坛有一个网红说，在北方她已经看不到绿，看不到花，没有想到在南沙还能够看见绿，到处见花，南沙是一个生态之城，山城田江海交相辉映，有三山叠翠，万亩湿地，水乡风情，滨海风光，你们明天将到万亩湿地种树，我们的湿地公园每年吸引10多万只候鸟栖息过冬，形成独具魅力的城市生态底色。去年获评全国首批生态文明建设示范区，两次获评中国最具幸福感城区。
南沙还是一个品质之城。《南沙方案》发布以后，南沙在规划上又有新的提升，将坚持生态优先，融入 “天人合一”等中华传统文化精髓，统筹生产、生活、生态三大空间，着力塑造大疏大密高效精致的城市形态，打造广州主城区以外新的核心区。现在广州称为双核心区，除了传统的老城区之外，南沙是新核心区，按照省委对我们的要求，建设“精明增长，精致城区，岭南特色，田园风格，中国气派”的现代化都市。
南沙是开放之城，致力于营造国际生活氛围，实施全省首个未来城市建设试点，建设港市国际化社区，我们也在除了在庆盛建设港市国际化社区，也在南沙街打造国际化社区，我们希望能够形成在港市形成港人熟悉，国际一流，多元融合的发展新空间，现在已经集聚了广州外国语学校，民心港人子弟学校等一批名校，布局建设7所三甲医院，中山大学附属第一医院的南沙医院即将启用，将打造国家医学中心。
Xie Wei explains five keywords of Nansha

Good morning, everyone. During this vibrant and hopeful spring season, it is a great pleasure to be here in the beautiful Nansha to discuss the development of the Greater Bay Area and promote Guangdong-Hong Kong-Macao cooperation. Spring symbolizes hope and vitality, and we feel a stronger sense of vibrancy and a bright future. On behalf of the Nansha New Area Free Trade Zone,
I extend my warmest welcome to all the gusts and friends here and my sincerest thanks to all friends who have long been following and supportive of Nansha’s development. Nowadays, as China actively promotes high-standard opening-up and the integrated development of the Greater Bay Area, Guangzhou’s Nansha is undergoing rapid changes. As the host, I would like to use five key words to introduce Nansha to you.
The first keyword is “heart of the Greater Bay Area”. As is known to all, development of the Greater Bay Area is a major national strategy personally planned, deployed, and promoted by President Xi Jinping. The Greater Bay Area has a population of over 80 million, and its economic output exceeded 1.3 billion yuan in 2022. Among the four major bay areas in the world, it has the largest population, the largest area, and the largest economic volume, and has become one of the most economically developed and open regions in China and the world.
And Nansha is located right in the geometric center of the Greater Bay Area. Nansha covers an area of 803 square kilometers, with a population of over 1.2 million under its administration. Within 80 kilometers of Nansha, one can reach all “9+2” cities of the Greater Bay Area and 5 major international airports. Nansha is a hub that connects east and west as well as north and west, well poised for the integrated development of the Greater Bay Area. With the Guangzhou-Shenzhen-Hong Kong Express Rail Link and Nansha Passenger Port connect Nansha directly with Hong Kong. After Shenzhen-Zhongshan Bridge opens to traffic in 2024, it’ll only take 20 minutes to reach Shenzhen’s airport from Nansha. Therefore, many of our colleagues take a plane in Shenzhen for a business trip. According to the planning, Nansha will have 6 cross-river channels, including Nansha Bridge, Shiziyang Bridge, Humen Bridge, Shenzhen-Maoming Railway, Shenzhen-Hong Kong Express Rail Link, Shenzhen-Zhongshan Bridge, which will connect the eastern and western banks of the Pearl River estuary and create a “half-hour transportation circle” centered around Nansha. Nansha will be the bona fide traffic hub of the Greater Bay Area.
The second keyword is “strategic platform”. President Xi Jinping has high expectations for Nansha. During his visit to Guangdong in 2018, he specifically instructed that Nansha should be well planned and developed. Under President Xi’s attention, Nansha has successively become the only state-level new area in Guangdong Province, one of the 19 state-level new areas in China. the largest area in Guangdong Pilot Free Trade Zone, with a total area of 60 square kilometers, the demonstration zone for comprehensive Guangdong-Hong Kong-Macao cooperation, a comprehensive national bonded zone, the demonstration zone for import trade promotion and innovation, and the international talent zone, and has been benefiting from these national policies. Development of the talent zone is assigned in the outline development plan for the Greater Bay Area only to Nansha, designating Nansha as an international talent zone.
Therefore, Nansha has become a region with the most opening-up platforms and dynamics in China. For the past decade, Nansha has maintained a double-digit annual growth rate. In June last year, China issued the Overall Plan for Promoting Comprehensive Cooperation among Guangdong, Hong Kong, and Macao by Further Deepening Opening-up in Nansha District of Guangzhou commonly known as the “Nansha Plan”. This plan has given Nansha a higher positioning and new missions. It is the guiding principle for Nansha’s opening-up and development in the new era. The plan puts forward a strategic designation, two phased objectives, three pilot areas, four guarantee systems, and five key missions, or what we call “1+2+3+4+5”, envisioning Nansha as a major strategic platform for wider opening-up through development of the Greater Bay Area and collaboration with Hong Kong and Macao.
These five key missions include building a scientific and technological innovation and industrial cooperation base, creating a cooperation platform for youth entrepreneurship and employment, jointly building a portal of high-standard opening-up, creating a model for the alignment of rules and regulations, and establishing a benchmark for high-quality urban development. The release of the Nansha Plan has injected into Nansha a strong force for development and opening-up, and ushered Nansha in an unprecedented period of strategic opportunities.
Last year, despite COVID impact and other factors, Nansha achieved good results in multiple major indicators, including economic growth. Despite the tough situation last year, Nansha still secured an increase of 4.2%, ranking first among all districts of Guangzhou. General public budget revenue grew by 8.2%; fixed-asset investment increased by 8%; and actual utilization of foreign investment increased by 72.2%. The number of projects by Fortune 500 companies in Nansha totals 241. Since the beginning of this year, the momentum has continued. The value of newly signed or started projects has already exceeded 240 billion yuan with positive expectations for market entities. At the beginning of this year, we proposed a target of over 10% of annual economic growth and over 30% of fixed-asset investment increase. These are our goals.
The third keyword is “hubs for opening-up”. In terms of international shipping hub, cities thrive with ports. Guangzhou is the Millennium Business Capital. In 2022, Guangzhou Port's cargo throughput and container throughput ranked 4th and 5th globally. Nansha is Guangzhou’s only channel to the ocean. Since its opening in 2004, Nansha Port has developed rapidly. Now it has become the major port of Guangzhou Port and the largest comprehensive pivotal port in southern China. The first fully-automated terminal in the Greater Bay Area was put into operation last year. We have been to the fully-automated terminal and could hardly see any stevedores there, as the terminal is fully automatic. Nansha has opened 151 international liner routes, and the container throughput reached 18.39 million TEUs last year.
In terms of new type of trading hub, its total import and export accounts for one-fourth of Guangzhou’s total. It has been approved as a national import trade promotion and innovation demonstration zone. Its comprehensive bonded zone was the first to launch a global traceability center and a global distribution center of premium goods, among other digital service trade platforms. Its aircraft and ship leasing ranks among the top three in China, and its total import and export of cross-border e-commerce in 2022 exceeded 100 billion yuan, In the Greater Bay Area, it is becoming a cross-border trade channel for buying and selling globally. We’re currently planning to build a port-based economic zone and work with surrounding cities to create a joint shipping trading center in the Greater Bay Area and become the core area of Guangzhou as a leading maritime capital of the world.
In terms of opening-up hub, we actively promote cooperation with Hong Kong and Macao. In Nansha Plan, as far as we know, the most frequently used keywords are “Hong Kong” and “Macao”. Nansha shares the same language and has close ties with Hong Kong and Macao. At present, over 2,700 Hong Kong and Macao enterprises are settled in Nansha. We have also innovated mechanisms, establishing the Consultative Committee on Guangdong-Hong Kong Co-operation (Guangzhou Nansha) and attracting Hong Kong and Macao business associations to set up representative offices in Nansha. Now 30 Hong Kong industry and business associations have settled in Nansha. We also promote new breakthroughs in regulatory convergence in areas such as engineering, commercial registration, legal arbitration, etc. For example, arbitration can be done jointly by Hong Kong, Macao, and mainland rules. We actively support and help youths from Hong Kong and Macao start businesses in Nansha. At the end of last year, Nansha enacted an optimal policy package named Ten New Policies to Support Hong Kong and Macao Youth Start-ups, many provisions of which were pioneering. Nansha has also built a group of bases for youth entrepreneurship, over 11 of which are for Hong Kong and Macao youths, forming an ecosystem of Hong Kong and Macao youth entrepreneurship bases with a focus on Innovation Bay. Currently, Nansha hosts over 400 innovation and start-up teams from Hong Kong, Macao, and Taiwan. Even during the pandemic last year, nearly 100 new start-up teams settled in Nansha. This year, more youths and associations from Hong Kong and Macao came to Nansha in groups, in the hope to bring more Hong Kong and Macao youths to develop in Nansha.
In terms of business environment, we have exploited the advantages of the pilot free trade zone, and introduced institutional innovations, 398 of which have been replicated citywide, provincewide, or nationwide. In the business environment evaluation for state-level new areas, Nansha ranks among the top three. For example, we drew on the registration system for Hong Kong companies and pioneered in mainland the confirmation system for business registration, and this practice was included in relevant regulations on national market supervision. Another example is the global traceability center, which was initially a cross-border trade supervision platform and has gone from 1.0, 2.0, 3.0 to 4.0 now. Nansha focuses on promoting public data infrastructure as a Chinese solution for digital governance, which has also been recognized by a number of national ministries and commissions. A global press release is scheduled for the first half of this year to launch this solution.
In terms of implementing the Belt and Road Initiative, the Greater Bay Area and Belt and Road Legal Service Cluster has attracted over 30 institutions that provide legal services concerning foreign affairs. Nansha is speeding up its development of an integrated service base for Chinese enterprises to go global. The United Nations Humanitarian Response Depot is already in use, dispatching over 200 million relief supplies to Africa and other regions. Nansha also organizes large international exchange events, including the Asia Youth Leaders Forum here today, IFF Annual Meeting, Global Investment Promotion Conference for the Greater Bay Area, and Greater Bay Area Science Forum, creating a new platform for international exchanges.
We are working with the Chinese Academy of Sciences to build the Nansha Science City, notably, the Mingzhu Science Park of the Chinese Academy of Sciences. Nansha Science City has been listed as the main supporting area of the GBA Comprehensive National Science Center. We have planned in Nansha a batch of important research facilities, such as the big-science facility, cold seep ecosystem, specializing in promoting the industrialization of combustible ice. Southern Marine Science and Engineering Guangdong Laboratory (Guangzhou) has also settled in Nansha and will establish a science and technology innovation center.
Last year, the Hong Kong University of Science and Technology (Guangzhou) started classes. In terms of universities, there were not universities in Nansha before, but now Nansha finally has a high-standard research-based university. The Hong Kong University of Science and Technology (Guangzhou) establishes an academic structure of “hubs” and “thrust areas” that transcends colleges and departments, and it is committed to building the world’s first cross-disciplinary university.
At the end of the year before last year, we also successfully held the Greater Bay Area Science Forum. President Xi Jinping sent a congratulatory letter to the inaugural session, which had a lasting impact. The permanent site of the science forum has also settled in Nansha, and broken ground. In recent years, Nansha’s R&D spending has been on continuous rise. In 2021, its R&D expenditure accounted for 5.45% of GDP. Compared with 3.67% in the previous year, it was a significant leap in both volume and speed. This is the result of high regard for scientific and technological innovation. Therefore, the proportion of R&D investment increased from some three percentage points to some five percentage points. placing Nansha at the forefront in the whole of Guangzhou.
In terms of development of its industries, Nansha is one of the three major shipbuilding bases in our country. All three major shipyards are here. The output of the automobile industry has also exceeded 200 billion yuan. with GAC Toyota as the leading company, NEV and ICV as the direction, and new business forms and models as its supports, forming an integrated whole-chain development pattern. Therefore, we use the four words “silicon, sky, scale, sea” to describe Nansha’s industries. Emerging industries are booming.
In the field of artificial intelligence, Nansha has gathered over 1,000 AI and digital economy enterprises and created a cluster for metaverse enterprises. CloudWalk has emerged on the science and technology innovation board as the No.1 AI stock. I just mentioned “silicon, sky, scale, sea”. “Silicon” refers to chips. In the integrated circuit field, Nansha has taken the lead in China in developing the whole industry of wide bandgap semiconductors.
In the field of aeronautics, Nansha has basically formed a development pattern of “one rocket, one satellite, one institute, and one fund”. You might not expect that a rocket could be assembled in Nansha. Last year, ZK-1A was launched, with six satellites. The launch of ZK-1A was rated as one of the ten breaking news of China’s progress in science and technology.
In the field of life sciences and health care, Nansha hosts a national-level incubator, namely Guangdong Medical Valley, Greater Bay Area Institute of Precision Medicine, and over 400 life sciences and healthcare enterprises. “Scale” out of “silicon, sky, scale, sea” refers to “big” manufacturing, and “sea” means deep sea exploration, what I mentioned earlier.
Next, Nansha will uphold the fundamental role of the real economy and focus on developing the manufacturing industry, striving to create a 500-billion-yuan, three 100-billion-yuan, and ten 10-billion-yuan clusters of emerging industries, totaling one trillion, by 2025.
In terms of policy support, Nansha has seized the opportunities provided by the Nansha Plan. Now, reduction to 15% corporate income tax and individual income tax, pilot of cross-border trade investment for high-standard opening-up, extension of loss-carrying period for high-tech companies, and other policies have landed in Nansha. In terms of talent support, as I said earlier, Nansha has sped up the development of China’s first international talent zone, established Guangdong’s first branch of the immigration service center, and issued over 20,000 Talent Green Cards, which has quadrupled in the past three years.
In terms of financial empowerment, the first mixed-ownership exchange in China, namely Guangzhou Futures Exchange, and Canton Data Exchange have been inaugurated and in operation. This year, Nansha has also welcomed the 200-billion-yuan Guangzhou Industrial Investment Fund of Funds and Innovation Investment Fund of Funds. Now Nansha is actively preparing to build the Guangdong-Hong Kong-Macao Greater Bay Area international commercial bank and the headquarters of insurance service center. Next week, a delegation of the Hong Kong insurance industry will visit Nansha to discuss the development of the said headquarters. Nansha is continuously improving the ecosystem of equity, investment, loan, and financing.
The fifth keyword is “city of the future”. Nansha is a very beautiful place. I remember at last year’s Asia Youth Leaders Forum an influencer said that she couldn’t see any green or flowers in northern China, but she could see green and flowers everywhere in Nansha. Nansha is an ecocity. where mountains, towns, fields, rivers, and seas complement each other. There are verdant mountains and vast acres of wetland, as well as water-town charms and coastal sceneries. Tomorrow, you will go to the wetland to plant trees. Our wetland park attracts over 100,000 migratory birds for each winter. These are the unique charming ecological background of Nansha. Last year, Nansha was recognized as one of the first group of demonstration zones for ecological civilization and has been selected twice as a happiest city in China.
Nansha is a city of quality. Since the release of the Nansha Plan, Nansha has made new improvements to its planning. We will put ecological environment first and integrate the essence of traditional Chinese culture such as “human and universe in one” to coordinate spaces for production, life, and ecology; shape an urban-scape of appropriate density, efficiency, and exquisiteness; and create a new center besides Guangzhou’s urban center. Now Guangzhou is hailed as a dual-core area, including the traditional old urban area and the new core area of Nansha. According to the instructions from CPC’s provincial committee, smart growth, fine urban area, Lingnan characteristics, pastoral style, and Chinese elegance should define this modern city of Nansha.
Nansha is also a city of openness, committed to creating an international living atmosphere. We have implemented the province’s first pilot future city, building the Hong Kong-style international community. Besides this one, which is located in Qingsheng, we are also building another international community in Nansha Sub-district. We hope to create in the Hong Kong-style international community a new space that is familiar to Hong Kong residents, world-class, and multi-functional. The community will be home to famed schools such as Guangzhou Foreign Language School and Minxin Hong Kong School, as well as seven top-tier hospitals. The First Affiliated Hospital of Sun Yat-sen University will soon put into use its Nansha Branch and build a national medical center.
