尊敬的各位领导、各位专家:
大家上午好!非常荣幸参加今天的活动,在此预祝亚洲青年领袖论坛取得圆满成功。下面我将结合暨南大学的工作实践谈谈暨南大学以人才培养促进粤港澳大湾区融合发展的实践以及取得的一些进步。
建设粤港澳大湾区是国家的重大战略部署。党的二十大报告提出,要推进粤港澳大湾区建设,支持香港、澳门更好融入国家发展大局,为实现中华民族伟大复兴更好发挥作用。一流湾区离不开一流的教育,总书记在中央人才工作会议上提出,建立三大人才高地,粤港澳大湾区就是其中之一。湾区的大学应当提供高质量的国之教育,培养高水平的国之人才,服务国之大者。作为中国第一所由政府创办的华侨高等学府,暨南大学肩负党和国家赋予的特殊办学使命,在湾区高等教育高质量发展中发挥着独特作用,着力培养出适应湾区融合发展、创新发展、高质量发展需求的人才,责无旁贷。下面我将从人才培养、社会服务、文化传承传播、国际交流合作四个方面简要介绍暨南大学近年所作的实践和取得的成绩。
一、聚焦拔尖人才培养,助力湾区打造人才高地。暨南大学是海外华裔及港澳台地区学生在内地深造的首选高校,也是中国内地最大的港澳台侨人才培养基地。目前学校有来自世界112个国家和地区的华侨、港澳台和外国留学生13500余人,国际生源数在中国内地大学中位居前列,在校港澳台侨学生人数一直位居内地高校首位。暨南大学开创内地生、港澳生及留学生分类培养、分流教学、同向融合的人才培养模式,创新创业教育方面也取得不错的成效,入选教育部全国首批深化创新创业教育改革示范高校和全国50所创新创业典型经验高校,并在全国率先成立微创港澳台侨青年众创空间,学分互认取得突破。粤港澳大湾区高校在线开放课程联盟,搭建湾区首个一站式服务课程共享平台,汇聚课程5600余门,获得学分的学生超过25万人次。建校至今,为大湾区培养了毕业生20余名,港澳毕业生近10万名,其中澳门当地八成的传媒人,七成医护人员和四成金融行业人员毕业于暨南大学。澳门特别行政区第七届立法会33名议员中有7名暨南校友,香港6万多名校友活跃在政治、商业、新闻、医疗等领域。实践证明,暨南大学的毕业生们已经成为大湾区发展的黏合剂,是助力大湾区打造创新人才高地,及维护“一国两制”,促进港澳经济发展,社会繁荣稳定的中坚力量。
二、强化社会服务能力,满足湾区社会发展需求。暨南大学致力精准提供切合国家战略发展和湾区建设利益的社会服务。一是为湾区建设建言献策,近三年来有关港澳研究的17篇报告获得中央主要领导人的重要批示,30余篇主题舆情报告获中央办公厅、中宣部、教育部采纳批示,200余篇政策咨询和舆情报告被省部级机关采用。二是持续加强产学研合作,推动重大科技成果在湾区9+1+1城市群落地转化,近年来成果转化收益合同额和技术转移收入近20亿元。此外,暨南大学以链接全球资源、创造社会价值为宗旨,加强特色鲜明的董事会及校友文化建设,董事会不仅为我校的发展出谋划策,而且致力于推进粤港澳高等教育集群发展,推动建设广州、东莞、佛山暨大港澳子弟学校,助力湾区基础教育及港澳青少年人才培养,满足前来粤港澳大湾区工作、生活的港澳籍人员子女的入学需求。
三、深耕文化传承传播,增进湾区人文交流合作。暨南大学肩负将中华优秀传统文化传播到五洲四海的国家使命,是最早开展以校园文化滋养港澳学子爱国情怀的高校。一是通过请进来和走出去等渠道,促进中华文化在港澳地区的传承与发展,促进港澳学子实现由中华文化传统文化被动接受者向主动传播者转变。二是为港澳特区中小学编制中华文化特色教材,已出版面向港澳学生的优质教材近200套,其中与澳门教育及青年发展局合作牵头编写的中国语文8册,还有28册待出版,进一步强化文化浸润和国家认同构建。此外,学校不断探索丰富文化传播形式,为粤港澳青年、管理人员等提供中华文化专题夏冬令营、教师培训班,建立品牌文化传播项目,开展香港特别行政区管理人员国家事务研习课程等培训班逾百期超2000人次,大力推动人文湾区建设。
四、突出双向交往转化,构筑国际交流合作网。暨南大学对接欧美先进国家“一带一路”沿线国家和港澳地区的高端创新资源,通过推动高水平中外合作办学,建设一带一路海外校园和孔子学院等方式,构筑多层次,高水平实质性的国际合作网,目前开办有非独立法人的中外合作办学机构,暨南大学伯明翰大学联合学院,已成为华南地区中外合作办学的知名品牌。同时学校与海外高校共建全球示范孔子学院,其中阿根廷科尔多瓦国立大学孔子学院,是总书记2018年对阿根廷国事访问期间见证签约的孔子学院,目前暨南大学已同全球62个国家及港澳台地区420家高等院校和文化科研机构签署了700多份合作协议,在全球77个国家设立了130多个招生报名点,同时汇聚了一批以华侨华裔为代表的国际水平战略科技人才,国际化领军人才,高水平青年人才及创新团队,助力湾区高端人才聚集地和创新湾区的建设。
作为中国内地最大的港澳台侨人才培养基地,暨南大学一直致力于培育具有家国情怀且学术优秀的新时代湾区人才。未来,我们将继续致力于为湾区经济、政治、社会、文化发展提供人才和智力支撑,为促进粤港澳大湾区融合发展及高质量发展贡献暨南力量。以上是我的报告,谢谢大家!
Sun Yu shares experiences of nurturing talents for the Greater Bay Area in this new era to empower the area’s integrated development
On 26 March, Sun Yu, deputy secretary of CPC committee of Jinan University, delivered a keynote speech at the Guangdong Hong Kong-Macao Greater Bay Area Cooperation and Development Forum of the Asia Youth Leaders Forum. Following is the full text of the speech.

Dear experts,
Good morning to you all. It’s a great honor to participate in today’s event. I would like to take this opportunity to wish the Asia Youth Leaders Forum a complete success. I’d like to expound on the experience of Jinan University and talk about how we are nurturing talents to promote the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area, as well as the progress we have made.
The development of the Greater Bay Area is a major strategic deployment of China. The report to the CPC 20th National Congress highlights promoting the development of the Greater Bay Area and supporting Hong Kong and Macao in integrating better into the overall development of the country and in playing a better role in realizing the great rejuvenation of the Chinese nation. A world-class bay area cannot be achieved without world-class education. General Secretary Xi Jinping instructed at the Central Conference on Talent Work to establish three major talent high ground and the Greater Bay Area was one of them. Universities in the Greater Bay Area should provide high-quality education and cultivate high-caliber talent for the nation’s development.
As the first higher education institution established by the government for oversea Chinese, Jinan University shoulders the special missions given by the Party and the State and plays a unique role in the high-quality development of higher education in the Greater Bay Area. We are dedicated to cultivating talents for the integrated, innovative, and high-quality development of the Greater Bay Area, which is our responsibility. Next, I will delve into talent nurturing, social services, cultural promotion, and international exchange and cooperation to share with you Jinan University’s practices and achievements in recent years.
First, we focus on training top-notch talents to help build a talent destination in the Greater Bay Area. Jinan University is the top choice for overseas Chinese, Hong Kong, Macao, and Taiwan students to pursue higher education in China’s mainland. It is also the largest talent nurturing base in the mainland for such students. Currently, the university has 13,500 overseas Chinese, Hong Kong, Macao, Taiwan, and international students from 112 countries. The number of international students is one of the largest among universities in the mainland. And the number of Hong Kong, Macao, Taiwan, and overseas Chinese students is the largest.
Jinan University pioneered the talent cultivation model of common but differentiated teaching for students from mainland, Hong Kong and Macao, and overseas. In innovation and entrepreneurship education, we have also made considerable achievements. We were recognized by the Ministry of Education as one of the first demonstration universities for deepening the reform of innovation and entrepreneurship education and one of China’s 50 universities with typical experiences in innovation and entrepreneurship education. We took the lead in establishing a makerspace for Hong Kong, Macao, Taiwan, and overseas Chinese youths. We have also made breakthroughs in academic credit recognition. Our Greater Bay Area Online Open Course Alliance is the area’s first one-stop course sharing platform, with more than 5,600 courses. Over 250,000 students have obtained credits through the platform.
Since its establishment, Jinan University has nurtured more than 200,000 students for the Greater Bay Area, including nearly 100,000 students from Hong Kong and Macao. In Macao, 80% of media professionals, 70% of medical professionals, and 40% of financial professionals are graduates from Jinan University. Among the 33 members of the 7th Legislative Assembly of Macao, seven are alumni of Jinan University. Over 60,000 alumni from Hong Kong are active in politics, business, news, and health care. It is a fact that the alumni of Jinan University have become the glue for development in the Greater Bay Area and the backbone in helping the Greater Bay Area become the hub for innovation talents, maintaining the principle of “one country, two systems”, and promoting the economic development and social stability and prosperity of Hong Kong and Macao.
Second, we improve our social service capabilities to meet the social development needs of the Greater Bay Area. Jinan University is focused on providing targeted social services that are in line with national strategic development and the interests of the Great Bay Area.
Firstly, we provide suggestions and proposals for the development of the Greater Bay Area. In the past three years, 17 of our reports on Hong Kong and Macao studies received important instructions from the central leadership. More than 30 public opinion reports received comments from the General Office and Publicity Department of the CPC Central Committee, as well as the Ministry of Education. Additionally, more than 200 policy consultation and public opinion reports were adopted by provincial and ministerial-level institutions.
Secondly, we have continuously strengthened industry-university-research cooperation to promote the transformation of major scientific and technological achievements in the “9+1+1” city cluster in the Greater Bay Area. In recent years, the contract value of research transformation and the income of technology transfer have amounted to nearly 2 billion yuan. In addition, Jinan University is dedicated to linking global resources and creating social value to strengthen the distinctive board of directors and alumni culture building. The board not only empowers the university’s development with suggestions and strategies but strives to promote clustered development of higher education in Guangdong, Hong Kong, and Macao. The board also promotes the development of affiliated primary schools for Hong Kong and Macao children in Guangzhou, Dongguan, and Foshan to support basic education in the Greater Bay Area and nurture talented Hong Kong and Macao teenagers, meeting the needs of Hong Kong and Macao residents who come to live and work in the Greater Bay Area to provide education for their children.
Third, we focus on cultural promotion to enhance cultural exchanges and cooperation in the Greater Bay Area. Jinan University shoulders the national mission of spreading excellent traditional Chinese cultures to all corners of the world. We were the first university to nurture national devotion among students from Hong Kong and Macao through campus culture.
Firstly, through various channels, such as “inviting in” and “going out”, we promote the development of Chinese culture in Hong Kong and Macao. We encourage Hong Kong and Macao students to be active promoters of traditional Chinese culture instead of passive recipients.
Secondly, we produce Chinese culture-oriented textbooks for primary and secondary schools in Hong Kong and Macao. We have published nearly 200 quality textbooks for Hong Kong and Macao students. For instance, our cooperation with Macao’s Education and Youth Development Bureau have led to eight volumes of textbooks on Chinese language, with 28 more awaiting publication, to strengthen cultural immersion and national identity.
In addition, the university has been exploring and enriching the forms of cultural promotion. We provide youths and executives from Guangdong, Hong Kong, and Macao with Chinese culture-themed summer and winter camps and training programs, as a bid to build our own brand of cultural dissemination programs. For executives in Hong Kong, we have organized training courses on national affairs for more than 100 sessions, with over 2,000 participants, to promote the development of a cultural Greater Bay Area.
Fourth, we highlight two-way communication and build an international exchange and cooperation network. Jinan University pools high-end innovative resources in advanced European countries and the US and countries along the Belt and Road Initiative, as well as Hong Kong and Macao. By promoting high-standard international joint programs and building overseas campuses along the Belt and Road and Confucius Institutes, we have built a multi-level, high-standard, substantive international cooperation network. Currently, our international joint program, Jinan University-University of Birmingham Joint Institute, a non-independent legal entity, has become a famed case of international educational cooperation in South China. Meanwhile, in partnership with overseas universities, we are establishing exemplary Confucius Institutes, including the one at the National University of Córdoba, whose signing ceremony was witnessed by President Xi Jinping during his state visit to Argentina in 2018.
So far, Jinan University has signed more than 700 cooperation agreements with 420 higher education institutions and cultural research institutions from 62 countries, in addition to Hong Kong, Macao, and Taiwan. We have over 130 enrollment registration centers in 77 countries. We have also gathered a group of overseas Chinese, among other world-class strategic scientific and technological talents, international leading talents, high-caliber young talents, and innovation teams, contributing to attracting high-end talents and building an innovative Greater Bay Area.
As the mainland’s largest talent nurturing base for Hong Kong, Macao, Taiwan, and overseas Chinese students, Jinan University is committed to cultivating talents with national devotion and academic excellence for the Greater Bay Area in this new era. In the future, we will continue devoting ourselves to empowering the economic, political, and cultural development of the Greater Bay Area through talent and intellectual support and contributing to the integrated and high-quality development of the Greater Bay Area.
