3月26日,在亚洲青年领袖论坛中国—阿联酋青年领袖对话会上,中华广播影视交流协会副理事长、国家广播电视总局国际合作司副司长燕旎发表了主旨演讲。

女士们、先生们,各位嘉宾,各位朋友:
大家下午好!非常荣幸应邀参加本届亚洲青年领袖论坛和今天的阿联酋主宾国活动,与各位嘉宾就进一步增进青年对话交流,助力推动中阿关系发展和全方位合作进行探讨。
中阿两国虽然相距遥远,但中阿友好源远流长,历久弥新。特别是2018年,两国宣布建立全面战略伙伴关系,中阿关系发展进入新的历史阶段。媒体和人文交流是中阿全面战略伙伴关系的重要内容。近年来,中阿广播电视和网络视听交流合作不断深化,取得务实成效。
我们创设定期合作机制,共同打造了中国—阿拉伯国家广播电视合作论坛,迄今已举办了五届,成为中阿视听媒体合作的旗舰性平台;我们推动优秀视听作品在电视频道和新媒体平台互译互播,进一步增进中阿民众对彼此历史文化、社会经济和当代生活的了解,拉近心灵,引发共鸣;我们着眼于广电技术合作和产业发展,积极探讨共同应对技术变革和媒体融合带来的机遇与挑战。
此外,尤值一提的是,2021年,国家广电总局支持首创了中国和阿拉伯国家青年短视频大赛,收到1600余部参赛短视频,其中不乏许多来自阿联酋的优秀作品。也借此机会再次向张益明大使、阿里·扎希里大使致以谢意,大赛推介和颁奖典礼分别得到两位的亲自参与和支持,衷心感谢!短视频大赛通过中阿青年视角,生动诠释了“爱与希望”的主题。在观看这些作品的过程中,我有过很多会心一笑和泪水盈眶的时候,一个个短视频让我深刻地感受到:对于历史文化传统,我们抱持相互欣赏尊重,对于当下现实生活,我们欢迎彼此交流体验,对于未来开拓创新,我们期待紧密携手前行!
由此,我更加地坚信:对于传承和发扬中阿友好,共建中阿命运共同体,中阿双方有着鲜明坚定的青年态度和激情澎湃的青春力量!
各位代表、各位嘉宾:
如果说青年是社会肌体中最活跃的“细胞”,媒体就是反映时代变化最敏锐的“神经”,是中阿青年交流、民心沟通最为迅速有效的渠道和桥梁。中阿青年视听媒体领域的交流合作大有潜力,未来可期。在此,我愿提几点建议与大家分享。
一是深化内容合作,促进文化交流互鉴和传承发展。中阿文明悠久灿烂,青年人在传承和发扬双方优秀传统文化方面责无旁贷。应大力促进双方青年,通过节目交流、联合制作、共同传播等多种方式,共同传递中阿文明包容创新的共通价值和友好合作、共谋发展的梦想追求。
二是拓展技术交流,共同探索应对机遇和挑战的自主路径。WEB 3.0、大数据、元宇宙和当前大家热议的以ChatGPT为代表的生成式AI等新技术,很大程度上决定着未来全球媒体的业态、形态和生态,正深刻影响全球媒体的变革。青年人作为创造力最强、开放思维最活跃的群体,在未来大视听格局中的数字基础平台搭建、国际规则标准制定等方面应开展更多交流对话和务实合作,汇聚中阿双方智慧,发挥更多引领作用。
三是打造品牌媒体活动,增强常态化交流的互动性。应发挥视听媒体信息传播和人文交流的独特优势,为中阿青年提供更多理念沟通、情感共鸣和合作共赢的广阔舞台。我们首创的短视频大赛,除了收获优秀作品,更宝贵的是汇聚了一批致力于促进中阿交流合作的青年人。他们是中阿合作的践行者,也将成为推动中阿文明交流互鉴的中坚力量。今年,第二届中阿短视频大赛即将拉开帷幕,大赛将以“牵手的十年”为主题,邀请中阿青年共同讲述双方共建“一带一路”的生动故事。还将通过形式多样的交流推介活动,为中阿青年创造更多面对面交流分享的机会。同时,我们也在积极推进实施国际青年视听传播计划,邀请各国青年媒体朋友通过开展视听作品的赏析展映、联合采风创作、学术交流研讨等活动,促进理念沟通和文化交流。我们也欢迎阿联酋青年的积极参与。

总书记曾经说过:“中国人民自古就明白,世界上没有坐享其成的好事,要幸福就要奋斗”。阿联酋“国父”扎耶德总统也说过:“为国家带来进步的不仅是石油,更是这个国家人民所作出的努力”。当前,两国青年正在推进中国式现代化和实现阿联酋2050愿景的新征程上接力奋进。让我们继续携手努力,跨越山海,相向而行,为构建契合新时代的中阿命运共同体贡献更多的青春力量!谢谢大家!
Yan Ni says audiovisual media cooperation is a two-way communication across mountains and seas
On 26 March, Yan Ni, vice president of Chinese Association For Radio, Film and Television Exchanges and deputy director general of International Cooperation Department of National Radio and TV Administration, delivered a keynote speech at the China and UAE Dialogue between the Youth Leaders of the Asia Youth Leaders Forum. Following is the full text of the speech.

Distinguished guests,
Dear friends,
Good afternoon. It is a great honor to be here at the Asia Youth Leaders Forum, particularly this Guest Country of Honor Event, and discuss with all of you on further enhancing youth dialogues and exchanges to help boost China-UAE relations and all-round cooperation.
Although China and UAE are far apart, our friendship dates back a long time and keeps evolving. For example, in 2018 the two countries announced the establishment of a comprehensive strategic partnership, which ushered China-UAE relations into a new historic stage. Media and cultural exchanges are important components of China-UAE comprehensive strategic partnership. In recent years, China and Arab states, including the UAE, have continuously enhanced exchanges and cooperation in radio, television, and online audiovisuals, and achieved practical results.
We have established a regular cooperation mechanism and jointly created the China-Arab States Forum on Radio and Television Cooperation. This forum has been held for five times and has become a flagship of China-Arab audiovisual media cooperation. We have promoted translation and mutual broadcasting of excellent audiovisual works through TV channels and new media such as social media, so as to further acquaint Arab and Chinese people with each other’s history, culture, society, economy, and contemporary life, bring them closer, and arouse resonance. Focusing on technical cooperation and development of the industry, we actively discuss the joint actions in the face of opportunities and challenges brought about by technological change and media integration.
In addition, it is worth mentioning that in 2021 the National Radio Television Administration supported the initiation of the China-Arab International Video Competition, which received over 1,600 videos, including many excellent works from the UAE. I’d like to take this opportunity to thank Ambassador Ali Al Dhaheri and Ambassador Zhang Yiming once again from the bottom of my heart. The competition’s promotion and award ceremony were graced respectively with the presence of and support from the two ambassadors, and we deeply appreciate it. The video competition vividly illustrated the theme of “love and hope” through the lenses and Arab and Chinese youth. After watching each work and story,
I was deeply touched: as for cultural traditions from the past, we have mutual appreciation and respect; as for lifestyles of the present, we welcome exchange and experience; as for development and innovation in the future, we look forward to closer cooperation.
I am thus assured that when passing on China-Arab friendship and co-building the China-Arab community with a shared future, Chinese and Arab youth are both clear, resolute, passionate, and energetic.
Dear delegates and guests,
If youth are the most active “cells” in the society, then the media is
the most sensitive “nerve” to reflect the changes of the times and one of the most effective bridges for the exchanges and people-to-people bonds between Arab and Chinese youth. Therefore, we firmly believe that exchanges and cooperation between China and UAE youth in radio, television, and audiovisuals have great potential and a promising future. Here, I would like to share with you some suggestions.
First, we must deepen content cooperation to promote cultural exchange, mutual learning, inheritance, and development. As the Arab and Chinese civilizations have a long and splendid history, young people are duty-bound to pass on and carry forward the excellent cultural traditions of both sides, which is their bounden duty. We should encourage our youth to engage in media program exchanges, co-production, joint dissemination, etc. to better promote the qualities inherent in our cultures: the common values of inclusion and innovation and the pursuit of friendly cooperation for shared development.
Second, we must expand technical cooperation and jointly explore independent paths to address opportunities and challenges. WEB 3.0, big data, metaverse, and the hotly-debated generative AI such as ChatGPT, these new technologies will largely determine the business model, format, and ecosystem of global media in the future and is heralding profound changes in global media now. As the most creative and open-minded group, youth should be more active in shaping the future audiovisual landscape. In terms of developing digital infrastructure platforms and designing international norms and standards, youth should engage in more communication and pragmatic cooperation to pool wisdom of both sides and play a bigger role in leading changes.
Third, we must build the brand of regular media activities and enhance the interactivity of communication. We should leverage the unique strengths of audiovisual media in information dissemination and cultural exchange and provide Arab and Chinese youth with a broader stage for idea exchanges, emotional connections, and win-win cooperation. Our video competition has not only given light to excellent works, but, more importantly, brought together a group of young people dedicated to promoting China-Arab exchanges and cooperation. They are the practitioners of China-Arab cooperation and will also become the vital force for further exchanges and mutual learning. The 2nd China Arab International Video Competition of this year will be launched soon. With the theme of Ten Years of Hand in Hand, the competition will invite Arab and Chinese youth to narrate their stories about advancing the Belt and Road Initiative. Through various types of exchange and promotion activities, it will also provide Arab and Chinese youth with the opportunity to interact face to face. In the meantime, we are actively implementing the International Youth Audiovisual Communication Plan, inviting youth from the media sector around the world to such activities as audiovisual work appreciation, inspiration hunting and production, and academic exchange and discussion, as a means to promote conceptual and cultural exchange. We also welcome the active participation of Emirati youth.

Chinese President Xi Jinping once said, “Since ancient times, Chinese people have realized that in this world there is no such thing as pie in the sky. Happiness comes out of arduous work.” The “founding father” of the UAE, President Sheikh Zayed bin Sultan Al Nahyan, also said, “Progress in this country is not merely due to oil, but more to the efforts of the people.” At present, youth of the two countries are marching resolutely on the new journey of advancing Chinese modernization and achieving UAE’s Vision 2050. Let us continue to work together, move across mountains and seas towards each other, and contribute more youthful strength to building a China-Arab community with a shared future that is relevant to this new era.
