3月25日，在亚洲青年领袖论坛开幕式上，柬埔寨内阁办公厅国务秘书、柬埔寨民间社会组织联盟论坛主席盖里维希发表主旨演讲。

今天，我很高兴能参加亚洲青年领袖论坛，和诸位共同致力于发掘青年潜能，培养其高效卓越的领导才能。青年是建设繁荣未来的接班人，借此机会，我要衷心感谢柬埔寨民间社会组织联盟论坛的亲密伙伴——中国和平发展基金会，感谢它邀请我出席今天的重要论坛，让我在这美丽的广州市南沙区分享对于柬埔寨民间社会工作的一些看法。我也诚挚祝贺中国“两会”在月初的成功举办。

事实上，实现可持续发展的一个首要前提是开发人力资源——可以践行可持续发展核心价值并鼓励青年根据科技发展趋势为国家创造更多成果的人力资源。为将我们的世界数字化，各国青年——特别是亚洲国家的青年应该联合起来，把自己融入快速发展的科技潮流。

历史经验表明，那些以科学为基础进行现代化建设的国家都有一批具有丰富的科学技术知识的年轻人；而那些利用创新积极参与世界发展的国家都在关键领域拥有先进技术。

各位阁下、女士们、先生们，亚洲青年在科技园区中茁壮成长，并通过迅猛发展的电子商务加快了亚洲国家——特别是柬埔寨科技领域的发展步伐。工业的完善加快了由工业化的生产和消费向自动化和智能产业的转变，使生产效率和生产能力又向前迈进了一步。

此外，在柬埔寨德崇时代的和平环境下，柬埔寨青年为维护和平与发展作出了积极贡献，体现了对有效落实国家发展战略的集体响应。在柬埔寨首相洪森亲王的英明领导下，柬埔寨青年努力寻求发展机会，帮助国家克服许多重要领域的障碍，抓住国家发展机遇，顺应世界发展潮流。

为了提高科学家的数量和质量，柬埔寨民间社会组织联盟论坛与中国和平发展基金会密切合作，为柬埔寨青年提供支持和机会，使他们能够接受教育，从而成为亚洲乃至全世界的优秀人力资源。柬埔寨民间社会组织联盟论坛愿意与中国其他民间组织和合作伙伴在中国民间组织国际交流促进会的带领下开展合作，培训柬埔寨青年，使其敞开胸怀，与世界其他地区的青年建立起更大的信任。弘扬和平、繁荣、正义、民主和自由等人类共同价值，实现构建人类命运共同体的愿景，为人类更加美好的未来而努力。

Kemreat Viseth says Asian youth should join forces to integrate themselves into fast-growing current of science and technology

On 25 March, Kemreat Viseth, secretary of state of the Office of the Council of Ministers and chairperson of the board of Civil Society Alliance Forum of the Kingdom of Cambodia, delivered a keynote speech at the Opening Ceremony of the Asia Youth Leaders Forum. Following is the full text of the speech.

Distinguished guests,

Excellencies,

Ladies and gentlemen,

Today, I am very delighted to participate in the Asia Youth Leaders Forum, a joint effort in enriching the excellence of youth potentials towards a leadership of high effectiveness and efficiency. Youth is a successor to establishing a future of prosperity. Taking this opportunity, I would like to express my sincere appreciation to the China Foundation for Peace and Development, who is a close partner of the Civil Society Alliance Forum of Cambodia, for inviting me to today’s important forum that allows me to share insights of civil society work in Cambodia held in this beautiful Nansha District of Guangzhou. I would also like to sincerely congratulate China for the successful organization of the two sessions held early this month. 

Indeed, a primary prerequisite of sustainability is to develop human resources, which will ensure the core value of sustainable development and an encouragement for youths on expanding national achievements in line with the trend of science and technology. In order to transform our world into a digital world, youth of all countries as a whole, and in particular, youths from countries in Asia, should join forces to integrate themselves into fast-growing current of science and technology. 

Historical experience has shown that those countries with science-based modernization are filled with youths that possess strong knowledge in science and technology; and countries that have become active in the development of the world by taking advantage of innovation all have advanced technology in key areas.

Science and technology timely respond to the need of humanity with global impact. In today’s world, the scientific and technological revolution is gaining momentum. Asian youth, including young Cambodians, have been actively involved in sharing the new-generation information technology through robotics and smart technologies by strengthening the chain of innovation with greater flexibility.

Excellencies, 

Ladies and gentlemen,

Asian youth have grown and thrived in science and technology parks and have accelerated the improvement pace of technology sector in Asian countries, especially in Cambodia, via fast-speed e-commerce. The improvement of industrial sector has accelerated the shift from industrialization-based production and consumption to automation and smart sector, which is moving toward another step further in productivity and production. 

Moreover, Cambodian youths, under the umbrella of peace in Techo era, have actively contributed to maintaining peace and development efforts which are collective spirit in responding to the effective implementation of national development strategy. Under the wise leadership of Samdech Techo Hun Sen, prime minister of the Kingdom of Cambodia, Cambodian youths have strived for development opportunities in order to help the country in overcoming obstacles in many vital sectors to seize our national development opportunities in line with global development trend. 

In order to increase the number of and improve the quality of scientists, the Civil Society Alliance Forum, with close cooperation with CFPD, has provided encouragement and opportunity for Cambodian youths to be part of an education system so that they can prepare themselves to be an excellent human resource of Asia and the world. The Civil Society Alliance Forum is ready to work with other Chinese civil society organizations and partners under the CNIE umbrella in training Cambodian youths to be more open with greater trust with youths from the other parts of the world in attaining the vision of building a human community with a shared future by promoting a common value of humanity such as peace, prosperity, justice, democracy, and freedom for a better future of mankind. 

Last but not least, on a bilateral note, I would like to extend my sincere thanks and appreciation to the China Foundation for Peace and Development who works together shoulder to shoulder with the Civil Society Alliance Forum in connecting the hearts of our two peoples through our youths, contributing to a realization of our leaders’ visions in strengthening our iron-clad relation under the diamond strategy cooperation between our two countries, Cambodia and China.

Finally, I wish everyone good health and every success. And I wish the forum a fruitful outcome.
