各位领导、各位来宾、女士们先生们：

大家下午好！南国春意浓，满城木棉红。在这欣欣向荣的美好时节。非常高兴与各位新老朋友、青年才俊相约在花城广州，共聚一堂，共商合作，共谋发展。在此，我谨代表广州市政府对各位领导、嘉宾，各位青年朋友们的到来表示热烈欢迎和衷心感谢！

广州作为岭南文化中心，是古代海上丝绸之路发祥地，近现代革命策源地，改革开放前沿地。广州位于亚太地区中心地带、粤港澳大湾区的中心位置，拥有世界级的空港、海港、铁路港、信息港枢纽优势。

近年来，我们着力推动经济稳定恢复、稳中提质，地区生产总值2.88万亿元，社会消费品零售总额外贸进出口总额双双超万亿，在穗投资世界500强企业达到335家。

我们着力推动科技自力自强，推进建设“2+2+N”科技创新的平台体系。广州实验室重大科研任务取得显著进展，大湾区国家技术创新中心入轨运行，高新技术企业突破了1.23万家。

我们着力培养产业发展的新动能，建立实施重大产业链长制，汽车产量超过310万辆，稳居全国城市第一位，推动了华星光电T9、现代氢能、广汽丰田五线等重大项目建成投产，工业投资超过1230亿元，创历史新高，连续4年稳定在千亿以上。

我们着力提升城市枢纽能级，白云机场年旅客吞吐量蝉联全国首位；地铁里程突破600公里，位居全国第三；高铁班次数量全国第一；广州港航线通达世界120多个国家和地区的300多个港口。

党的二十大胜利召开擘画了全面建设社会主义现代国家、以中国式现代化全面推进中华民族伟大复兴宏伟蓝。总书记多次强调，高质量发展是全面建设社会主义国家的首要任务。新时代新征程上，全国上下都呈现出在高质量发展上百舸争流、你追我赶的生动局面。广州作为国家中心城市、粤港澳大湾区的核心引擎和广东省的省会城市，推动高质量发展最有基础、最有条件。

接下来，我们将坚持实体优先、创新引领，为高质量发展夯实牢固的根基。坚定不移推进产业第一、制造业立市，着力打造智能网联和新能源汽车、软件和信创等8个万亿级产业集群，超高清视频和新型显示、生物医药及高端医疗器械、半导体、集成电路、新能源等13个千亿级产业链群，以及一大批百亿级企业链。深入实施创新驱动发展战略，坚持战略科技力量面向经济建设主战场布局，努力把科教、人才资源优势转化为创新发展的盛事，进一步擦亮广州制造、广州创造的品牌。

我们将聚焦要素保障，大抓优化提升，为产业高质量发展提供有力支撑。高水平规划建设科技创新走廊，加快“三城一区”等重点功能区的产业导入，建设一批引领型产业集聚区、支撑型产业园区和“万亩千亿”产业平台，打通科技、产业、金融的良性循环，发挥好千亿产投和百亿创投基金作用，不断丰富科技和产业项目投融资方式和途径。“一企一策”加强精准服务，梯度培育一批独角兽、隐形冠军、单项冠军、专精特新企业，构建大型企业顶天立地，中型企业承天启地，小型企业铺天盖地的良好生态。

我们将加快南沙开发开放，为高质量发展注入强大动能。举全市之力持续加大南沙开放力度、投资强度和经济密度，努力把南沙建设成为立足湾区、协同港澳、面向世界的重大战略性平台，以更大力度推进制度型开放不断提高城市的开放合作水平、贸易投资自由化的便利化水平、资源要素集聚水平、公共服务国际化现代化水平。

各位领导、各位来宾，广州产业基础雄厚，创新资源丰富，营商环境优越，生活环境一流。在粤港澳大湾区，特别是近期国务院《南沙方案》等各项利好政策加持的大好形势下，广州当下可为、未来可期，正全力打造全球企业投资的首选地和最佳的发展地。

Ma Shu says Guangzhou spares no effort to become the first choice of investment of global enterprises and their best place for growth

On 25 March, Ma Shu, deputy secretary general of Guangzhou Municipal People’s Government, delivered his remarks at the High-quality Development Forum of the Asia Youth Leaders Forum. Following is the full text of the speech.

Excellencies, 

Distinguished guests, 

Ladies and gentlemen,

Good afternoon. Guangzhou’s spring is in full swing, and the city flower, kapok, is in full bloom. In this thriving and beautiful season, I am very happy to be gathered with friends old and new and talented young people in this city of flowers and join you in discussions on cooperation and development. On behalf of the municipal government, I would like to express our warm welcome and heartfelt thanks to the excellencies, guests, and young friends.

Guangzhou is the cultural center of Lingnan, the birthplace of the ancient maritime silk road, the source of modern revolutions, and the forefront of reform and opening-up. Located in the center of the Asia-Pacific region and the center of the Guangdong-Hong Kong-Macao Greater Bay Area, it is a world-renowned hub for air transport, maritime transport, rail transport, and information.

In recent years, we have been focusing on promoting steady economic recovery and quality improvement. Guangzhou’s GRP has reached 2.88 trillion yuan. The imports and exports of retail consumer goods have both exceeded one trillion yuan. A total of 335 Fortune 500 companies have invested in Guangzhou.

We have been focusing on promoting self-reliance in science and technology. We have been building the “2+2+N” ecosystem of scientific and technological innovation. Guangzhou Laboratory has made remarkable headway in its major scientific research projects. The National Technological Innovation Center in the Greater Bay Area has been put into operation. The number of high-tech companies has exceeded 12,300. 

We have been focusing on creating new momentum for industries’ development. We have implemented a “chief” system for major industries. Our automotive output has exceeded 3.1 million, ranking first in the country. With our support, TCL CSOT‘s T9 Factory, Hyundai’s fuel cell system facility, and GAC Toyota’s fifth production line have all started production. Industrial investment has exceeded 123 billion yuan, scoring a record high and a 4th consecutive year of over 100 billion.

We have been focusing on improving the degree of our connectivity. Baiyun Airport has ranked first again in annual passenger throughput. Guangzhou’s metro rails extend 600 kilometers, the third longest in China. The city’s high-speed train schedule is the busiest in the country. Guangzhou Port operates routes reaching more than 300 ports in more than 120 countries and regions in the world. 

The successful organization of the 20th CPC National Congress has drawn up the grand blueprint for building a modern socialist country and promoting the great rejuvenation of the Chinese nation with Chinese modernization. President Xi Jinping has stressed more than once that high-quality development is the primary task of building a modern socialist country in an all-round way. On this new journey in the new era, the whole nation is racing to achieve high-quality development.

As a national central city, the core engine of the Greater Bay Area, and the capital of Guangdong Province, Guangzhou is well equipped to promote high-quality development. 

Looking ahead, we will prioritize the real economy and the driving role of innovation, to lay a solid foundation for high-quality development. We will continue developing the city’s industries with a special focus on manufacturing. We are working to build 8 trillion-yuan clusters in industries such as intelligent, connected, new-energy vehicles, software, and IT application innovation; 13 hundred-billion-yuan clusters in industries such as ultra-high-definition video and new display, biomedicine and high-end medical devices, semiconductors, integrated circuits, and new energy; and a number of ten-billion-yuan clusters. 

We will uphold the strategy of innovation-driven development. We will steer strategic scientific and technological resources to contribute to economic development. We are working to convert the advantages in science, education, and human resources into innovation and development and improve the reputation of “Made in Guangzhou” and “Created in Guangzhou”. 

We will focus on the guarantee of factors and pursue optimization, to provide strong support for industries’ high-quality development. We will plan and build a scientific and technological innovation corridor with high standards. We will accelerate the introduction of industries into key functional areas such as the “three cities and one zone”. We will build a number of leading industry clusters, supporting industry parks, and industry platforms of “trillions of mu and hundred-billions of yuan”. We will ensure a virtuous relationship between science and technology, industries, and finance, leveraging hundred-billion-yuan industry capital funds and ten-billion-yuan venture capital funds to constantly open up channels for investment and financing for scientific and technological and industry-specific projects. 

We will enhance targeted services with “one enterprise, one policy”. We will nurture, in a tiered fashion, a number of unicorns; hidden champions; single-product champions; and specialized, sophisticated, distinctive, and innovative enterprises. We will create a good ecosystem in which large enterprises can lead the industry, medium-sized enterprises strive for excellence, and small enterprises thrive in large number. 

We will accelerate the development and opening-up of Nansha, to inject strong momentum into high-quality development. The whole city will be behind Nansha to increase its openness, attract more investments, and improve its economy, so that Nansha will become a major strategic platform for foothold in the Greater Bay Area, cooperation with Hong Kong and Macao, and opening-up to the world. We will step up efforts to leverage institutional opening-up to improve the level of openness and cooperation of the city, the liberalization of trade and investment, the clustering of resources and factors, and the degree of world-classness and modernity of public services.

Dear guests, 

Guangzhou has strong industries, rich innovation resources, superb business environment, and first-class living environment. In the Greater Bay Area, especially after the recent release of the Nansha Plan by the State Council and various other favorable policies, Guangzhou has great undertakings at the moment and bright prospects for the future. We are making every effort to become the first choice of investment of global enterprises and their best place for growth.

I also take this opportunity to invite you to invest and start businesses in Guangzhou, using Guangzhou as your springboard into the Greater Bay Area and the world. Let’s take the same course, support each other, and develop together. We will empower the development of companies in Guangzhou with greater support, more practical measures, and better services.
