各位嘉宾、各位领导:
下午好!我叫阿米拉·库拉菲,是阿联酋阿布扎比青年委员会成员。我非常荣幸也很感激能够有机会参加亚洲青年领袖论坛,我也很荣幸能够和亚洲各国的青年领袖齐聚一堂。感谢广州组织了本次论坛并付诸努力将亚洲青年集结在一起。
阿联酋成立以来一直与中国保持良好的关系和双边合作,在经济、贸易、能源、金融等各个层面和各个领域开展了密切交往和广泛合作。在此次论坛上,我们又看到了另一个例子,向我们佐证了两国青年可以在更多的领域建立良好关系。现在,我向大家介绍一下阿联酋的青年群体。
阿联酋领导层将年轻人视作最大的资产和国家未来发展的关键基础。阿联酋副总统兼总理、迪拜酋长穆罕默德殿下致力于将青年人的需求和愿望放在首位,于2016年任命了世界上最年轻的部长——一位22岁的青年事务国务部长。这一任命表明了政府对于青年能力的信心。此外,阿联酋也采用了行之有效的模式,培养青年在各个领域和行业为国家服务。阿联酋推出了“国家青年战略”,旨在服务青年,帮助他们度过20年内的五个重要转折点。该战略设定了政府的支柱和发展方向,确保能够推出合适的项目,在不同时期为青年提供支持和服务。“国家青年战略”是总体路线图,由青年理事会来具体落实。阿联酋青年理事会是一个独特的工具,可以确保青年观点响彻所有领域和行业。这为青年提供了一个携手作为的平台,使他们能在各自的地区开发青年项目。
我再介绍一下我自己的亲身经历。我是阿布扎比地方青年委员会的成员,青年理事会成员这一身份使我能够去搭建桥梁,将青年面临的挑战有效传达到一个开放的平台,并在这个平台上与相关方面进行深度讨论。这使我有机会能够为他人服务,为阿联酋服务,为青年服务。我可以很自豪地告诉大家,通过当地的青年委员会,我和我的同事一起制定了22个项目,涉及到三个关键支柱领域。这些项目是与28个政府机构、企业和非政府组织联合制定的,为大约2万名青年和社会人士提供了服务和支持。通过地方青年委员会,我也被赋予了权利,有机会对我酋长国里的青年事务进行决策。
在本届亚洲青年领袖论坛上,我也看到了广州作出的努力,朝着团结亚洲青年迈出了显著的一大步,旨在凝聚力量推动亚洲下一代的发展。
最后,我要感谢政府将 31个国家汇聚在这个平台上——这个推动科技合作、文化交流、共同追求亚洲美好发展未来的平台。谢谢各位。
Ameera Al Khlaifi says UAE's National Youth Strategy aims to advance youth sector
On 26 March, Ameera Al Khlaifi, member of Youth Councils of the UAE, delivered a keynote speech at the Closing Ceremony of the Asia Youth Leaders Forum. Following is the full text of the speech.

Your Excellencies,
Good afternoon! My name is Ameera Al Khalifi, a member of Abu Dhabi Youth Council from the United Arab Emirates.
I am really honored and grateful for being part of the Asia youth Leaders forum. I am also honored to be amongst youth leaders from across Asian countries. Thank you, Guangzhou, for organizing this forum and taking the initiative of brining Asian youth together.
Since the UAE’s establishment, the UAE has built a robust relationship and bilateral cooperation with China and carried out close exchanges at all levels and in various areas such as economy, trade, energy, and finance, and more to come. In this forum we see another example of maintaining the good relationship between both countries in relation to the youth sector.
Now let me take you through the youth sector within the UAE. The UAE leadership sees young people as its great assets and key foundation of the country’s future. In 2016, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Prime Minister and Vice President of the UAE and Ruler of Dubai, committed to putting young people’s needs and desires at the front line, by assigning the youngest minster in the world – the Minister of State for Youth Affairs at the age of 22. The appointment showed the government’s confidence in youth capabilities.
Moreover, The UAE has adopted a robust model in investing in its youth to serve their country in different sectors and fields. Starting with the launch of the National Youth Strategy, a strategy catered to serve the youth at five major transitions in a youth’s life in a 20-year span. The strategy sets the pillars and the directions of the government and ensures that the right initiatives are developed for its youth at each life transition.
The National Youth Strategy is the overarching roadmap which gets executed and implemented by a model called the youth councils. The model of the youth councils in the UAE is a unique tool that ensures that the youth represent their points and views in all sectors and fields. It provides a platform for the youth to work collectively in creating youth projects in their geographic location.
Now let me reflect about my own experience, I was appointed to be a member of local youth councils for the emirate of Abu Dhabi. Being a member of the youth council allowed me to build a bridge and effectively communicate the youth challenges in an open platform where they can be well discussed with the required parties. This opportunity allowed me to work for the others, work for the UAE, and work for the youth. I can proudly say that through the local youth council, I managed with my colleagues to establish 22 initiatives categorized under three key pillars. The initiatives were developed in partnership with 28 bodies from the government sector, private sector, and the non-government organizations, and resulted in catering for around 20 thousand people from the young people and the society. Through local youth council I was empowered and given the opportunity to be a decision-maker for matters related to the youth sector within my own emirate.
In the Asia youth Leaders forum, we see Guangzhou’s efforts, taking a remarkable step towards bringing Asian youth together aiming to unify efforts for the future generation in Asia.
In conclusion, I would like to extend my gratitude to the government for brining 31 countries together in one platform, a platform focused on scientific and technological cooperation, mutual cultural exchanges, and common development goals for the future of Asia.
